NOTICE TO BIDDERS

Sealed bids must be submitted with, one marked original, one marked copy, and two media source (flash drives), properly labeled and clearly marked with the Bid number and description, directed to City of League City, Office of the Purchasing Manager, 144 Park Avenue, Suite 100, League City, Texas 77573 will be received until 2:00pm, Tuesday June 07, 2022, and then publicly opened and read aloud.  Bids received after that time will not be accepted.  Bids sent via courier must be sealed in a separate envelope inside of the mailer. The Bidder shall furnish all labor, materials, and equipment and perform all work for the construction of the following project:

The project consists of the conversion of the lift station from a dry-pit configuration to a full wet/well submersible pump configuration including installation of new submersible pumps, piping, valves & associated fittings, pressure blasting and coating of existing & proposed wet well, new access hatches with safety grate; electrical improvements, new electrical service, elevated platform for the proposed electrical equipment, installation of SCADA panel, pump control panel, auto-sensory controls, floats and terminal boxes; together with all related subsidiary and incidental components as shown in the contract documents.

All inquiries about this bid or specifications shall be made in writing at www.civcast.com, under project name; or directed to:  .  The city shall not be responsible for any verbal communication between any employee of the City and any potential firm.  Only written requirements and qualifications will be addressed.

An optional pre-bid conference, followed by a site visit, will be held on Wednesday May 18, 2022, at 10:00 a.m., at 144 Park Avenue, Suite 100, League City, Texas 77573, with cutoff for questions being 5:00 pm on Wednesday May 23, 2022.  All prospective Bidders are invited to attend.  Failure to attend will not bar Bidders.  

A cashier’s check or Certified Check from a Texas Bank, or acceptable Bid Bond from a reliable surety company authorized to do business in Texas, payable to the City of League City, in an amount not less than 5% of the maximum Bid price submitted, must accompany each Bid as a guarantee that, if awarded the contract, the bidder will, within 10 calendar days of Award of Contract, enter into a Contract and execute Bonds on the forms provided in the Contract Documents.  The Bidder’s deposit shall be forfeited and become the property of the OWNER in the event the Bidder neglects or refuses to enter into a contract and to furnish bonds acceptable to the OWNER within 10 calendar days after receipt of Notice to Award from the OWNER.  The Bid Deposit of all except the three lowest Bidders will be returned within 10 calendar days after the opening of the bids.  The Bid Deposit of the three lowest bidders will be returned within 7 working days after the executed contract and required Bonds have been fully approved by the OWNER.

The successful Bidder must furnish PERFORMANCE, PAYMENT and MAINTENANCE BONDS on the forms furnished with the PROPOSAL, in the amount of 100% of the total contract price, from a surety company holding a permit from the State of Texas to act as surety.  The surety company must have a minimum Best Key Rating of “B”, or if the surety company does not have such a rating due to the length of time it has existed, the surety company must be eligible to participate in the surety bond guarantee program of the Small Business Administration and must be an approved surety listed in the current U.S. Department of Treasury Circular 570, and must meet all of the related rules and regulations of the Treasury Department.  The surety company and the agency or agent issuing the PAYMENT, PERFORMANCE and MAINTENANCE BONDS must be authorized to issue and sign PAYMENT, PERFORMANCE and MAINTENANCE BONDS in Texas in an amount equal to, or greater than, the total Contract price.

Upon consideration of the proposals the City Council plans to award a Contract; however, the City reserves the right to reject any and all bids, to waive any and all irregularities and technicalities, and to accept any bid which it deems advantageous to it.  Each bidder agrees to waive any claim it has or may have against the Owner, the Engineer, and their respective employees, arising out of or in connection, with the administration, evaluation, or recommendation of any bid.

A. Once you have received your activation email from Public Purchase log into: www.publicpurchase.com and accept the terms and conditions of use.
B. Click on the "Tools" tab, Click on the "Agencies" tab.
C. This will take you to the agency search page. In the agency name box type in 'City of League City'. Leave the "new agency since" box blank. Make sure Registration Status says "ALL". Click on "search", this will bring up the agency, to the far right of it you will see "view" and "Register", click on the "Register" link to complete the vendor registration.
