II. Approval of Minutes
A. April 16, 2015
Elizabeth Schroeder moved to approve the minutes of April 16, 2015.
Dick Calkins seconded the motion.
Motion passed 4-0-0.
III. Public Hearing & Action Items
A. Hold a public hearing and take action on a request for a Certificate of Appropriateness (C of A) on HC 15-07, 210 North Kansas Avenue (One Room Schoolhouse Museum), a request to construct a wooden covered picnic shelter/outdoor classroom as well as a brick-paved walkway, located at the northeast intersection of 2nd Street and Kansas Avenue, with the address of 210 North Kansas Avenue.
Ryan Granata (RG) presented for the City of League City. There is a revised agenda at the commissioner’s places. The property is zoned public/semipublic with a historic conservation overlay and a residential neighborhood conservation overlay. This was started without prior approval, and because the Historical Society was able to find a generous contractor who was able to start immediately. It does meet the requirements of the district. City Staff is recommending approval for the Certificate of Appropriateness for the covered picnic shelter/outdoor classroom as well as the brick-paved walkway.
Commissioner Question (CQ) – Why was this constructed without proper approval and permits?
RG – according to the applicant, it was an honest error. They didn’t realize even a small structure as this would need the C of A.
CQ – Is it finished now?
Jennifer Wycoff (applicant) – The structure has not been completed yet. They stopped work at the request of the City. They still want to add some electrical, some molding around the bases, and some architecture details around the structure.
CQ – Will there be hurricane clips put on?
Applicant – we will be using bricks on the structure.
Dave Hake - opened the Public Hearing at 6:19 PM.
Roy Richards – Michigan Avenue – I have seen the structure, am impressed by it, and feel it adds to the mission of the district. It will allow larger groups to come through and experience the school and museum.
